Fix namespace pollution by global variable environ

Use __tb_size instead of _go32_info_block.size_of_transfer_buffer.

Move definition of variables managed by crt0.S to that module.  This allows
easier dynamic library support.

Make sure that putenv's static counters are initialised, so programs
that manipulate environ directly don't crash when DJGPP is not defined.

Added _os_trueversion definition and setting value.

Avoid crashes in the startup code when _dos_ds could not be allocated.

update copyright dates

Force initialization of __file_rec_list, even if we are dumped
and restarted (Emacs).
