stubify build was broken with last patch, when being built when hosted
with DJGPP < HEAD (aka 2.04). Reintroduce definition of __tb_size,
conditional on it not being defined.

Use __tb_size instead of home-grown macro for
 _go32_info_block.size_of_transfer_buffer.

-stubparams option added to stubify.

Mention of non-existant option removed.
